NMPA's two tracks for exosome products — and how to tell which one you're buying
China's NMPA framework gives exosome products two regulatory tracks. The track sets your dossier, your permitted claims, and your timeline.
Track one: cosmetic notification. Products positioned as cosmetics file under CSAR — formula and label claims follow the notification dossier, with efficacy claims supported per Order 818 testing requirements. This is where topical exosome SKUs sit today, including export-oriented programs.
Track two: drug pathway. Products claiming therapeutic effects follow the drug pathway: clinical trials, indication language, years of evidence. Several exosome candidates are in early clinical investigation in China. None of that transfers to the cosmetic shelf, and a supplier who implies otherwise should be crossed off your list.
What to watch in 2026–2027: the national measurement standard's enforcement cycle (2026 No. 17), efficacy-claim enforcement under Order 818, and any movement on exosome-specific guidance. All three items are tracked; partners get the current status at program reviews.
