China's Order 818: the efficacy-claim test your supplier must pass

China's Order 818 tightens the rule that efficacy claims must be supported by testing — and while it is a Chinese regulation, it matters to any brand sourcing exosome products or materials from Chinese manufacturers.

What it changes for buyers. Claims on Chinese-made exosome cosmetics now need documented support — which means Ask a Chinese supplier one question: "what file supports that claim?" A supplier with batch COAs, characterization baselines and testing records can answer; one selling adjective-only claims cannot.

How TONGNIAN responds. Our programs ship with the documentation chain — batch COAs, characterization baselines, and filings on the material line (FDA DMF Type II 044197, INCI 41316) — while on-pack wording stays at appearance and feel level. That claims discipline is the sourcing advantage we sell.

We track Order 818 enforcement and brief partners at program reviews. Ask for the current enforcement summary with your inquiry.
